WATCH: Cayetano says Binay cause of debate's delay

CEBU CITY, Philippines — Sen. Alan Peter Cayetano, who was at the venue of the second presidential debate, said Sunday that it was Vice President Jejomar Binay who caused the delay of the debate, which aired more than an hour late.

Cayetano, a known political foe of Binay and the running mate of presidential candidate Rodrigo Duterte, said millions of Filipinos needed explanation for what was discussed among the presidential candidates, the Commission on Elections and the debate sponsors TV5 and The Philippine Star.

Binay insisted that he be allowed to read from documents during the debate even as the Commission on Elections prohibits candidates from bringing notes.
